Stray Cats

My neighbor, Mrs. Harfer, leaves leftover food for stray cats on the street outside her house every night. Many of our neighbors do not like this at all. They are afraid that if she keeps feeding the stray cats, there will be more stray cats in our neighborhood.
Strays cats can cause many problems. They make noise at night, rip garbage bags, and make a mess everywhere.
Our neighbors want Mrs. Harfer to stop feeding the stray cats, but there is nothing that they can do to stop her.
